1988年淮阴市政府在加强农村卫生工作的文件中规定对村卫生室实行“五统一”管理,其中之一是药品的统一代购。1990年江苏省卫生厅、省医药局等六厅局“关于加强医药市场管理的若干意见”进一步明确由乡卫生院为村卫生室统一代购药品。几年来,药品统一代购在我市通过试点、推广和加强管理,对保证基层药品质量发挥了很大作用。 一、代购范围、品种 村卫生室所需药品一律由乡卫生院供应,实行非现金结算。供应品种根据村卫生室预防保健的任务需要,按照市卫生局规定的村卫生室用药目录供应,一般在一百种左右。严禁村卫生室私自进药。

In 1990, the “Six Opinions on Strengthening the Management of the Pharmaceutical Market” of the Sixth Bureau of Jiangsu Provincial Department of Health, Provincial Medical Bureau and other departments further clarified that the Township Health Center should uniformly purchase medicines for the village clinics. Village clinics are strictly prohibited from entering medicine.
