在新农村建设过程中,财政扮演重要角色。公共财政和“三农”问题的性质要求公共财政在新农村建设进程中必须承担“补缺”和“引导”职能。此外,我国“三农”问题的历史变迁还要求公共财政在新农村建设中要承担“补偿”职责
