劳动卫生与职业病防治工作,随着行政管理向法制管理的转化,监督监测日渐重要。监督监测的根本目的是督促企业落实第一级预防措施、加速二级三级预防向一级预防转化的速度,要实现这一目的,必须有合理的劳动卫生监督监测机构。目前,我国劳动卫生监督监测机构的形式不统一、认识也有异,现结合我们的实践谈谈看法与同道们商讨。1 机构的现有形式与弊端1.1 现存形式(1)省级多是防、治、研机构合设,称劳动卫生职业病防治研究所;(2)地市级多是防、治机构合设,称职业病防治院或劳动卫生职业病防治所;(3)在卫生防疫站内设劳卫科或对外称劳动卫生监
Work hygiene and occupational disease prevention and control work, with the transformation of administrative management to the legal system, supervision and monitoring are increasingly important. The fundamental purpose of supervision and monitoring is to urge enterprises to implement the first-level preventive measures and accelerate the transformation from second-level, tertiary-level prevention to first-level prevention. To achieve this goal, it is necessary to have a reasonable labor health supervision and monitoring agency. At present, the forms of labor health supervision and monitoring agencies in China are not uniform and their understanding is different. Now we discuss our ideas with our colleagues and discuss with them. 1 Existing forms and disadvantages of the organization 1.1 Existing Forms (1) Provincial-level institutions are mostly co-located with prevention, treatment and research institutes, and they are called the Occupational Disease Prevention and Control Institute of Labor and Health; (2) Most prefecture-level and municipal-level organizations are jointly established. The occupational disease prevention and treatment institute or the occupational disease prevention and control institute for labor and health; (3) The establishment of the Labor and Health Section within the health and epidemic prevention station or externally referred to as the labor hygiene supervision.
