第一条为防御与减轻地震灾害,保护人民生命和财产安全,保障经济建设和社会发展,根据《中华人民共和国防震减灾法》和有关法律、法规,结合本省实际,制定本条例。第二条在本省行政区域内从事地震监测预报、地震灾害预防、地震应急、震后救灾与重建等防震减灾活动,适用本条例。第三条省负责管理地震工作的部门(以下简称省地震工作部门)根据省人民政府授权,负责本省行政
Article 1 These Regulations are formulated in accordance with the “Law of the People’s Republic of China on Earthquake Preparedness and Disaster Reduction” and other relevant laws and regulations in light of the actual situation in the province for the purpose of preventing and mitigating earthquakes, protecting the life and property of the people, safeguarding economic construction and social development. Article 2 These Regulations are applicable to earthquake prevention and mitigation activities such as earthquake monitoring and prediction, earthquake disaster prevention, earthquake emergency response and post-quake relief and reconstruction within the administrative region of this province.
