大纲中规定儿童通过算术学习应获得:“整数和整数四则运算的巩固知识,口算、笔算、珠算的技巧”并具体的指出:第一和第二学年以及第三学年的第一学期计算的方式都只是口算,从第三学年第二学期起计算的主要方式才是笔算,但是教学口算的方法和培养口算的技巧,在以后各学年里都应继续进行。为什么把口算的地位提得这样高呢?我考虑有以下几个原因:
