江泽民同志指出:“应注意把法制建设与道德建设紧密结合起来,把依法治国与以德治国紧密结合起来。”这是党的十六大总结13年来的实践得出的基本经验之一。从理论与实践的结合上研究依法治国和以德治国的科学内涵,对深入认识和把握两者之间的互动关联规律,将其作为建设有中国特色社会主义,发展社会主义市场经济,全面建设小康社会的应然之举,具有重要的意义。
