The Meteorological Institute of Japan Meteorological Agency found a clue in the practical application of seismic activity observation systems using ground-borne ground currents. In cooperation with NTT, they implemented precise observations using the landline of the telephone bureau around Numazu in the Tokai region as the ground. The results were reported at the Seismological Society conference held at the University of Tokyo in April 1986. Geodetic observations capture the change in resistivity that occurs when the rock is pressurized and the voltage across it and the fissure water in the rock change. Although these phenomena have been confirmed experimentally, it is not easy to determine the earth current accurately in the earth’s crust, and there are very few reliable data related to earthquakes. As a result, the Institute of Meteorology on the ability to use the ground of Japan Telecom Telephone Company to determine the correct ground current conducted a survey, the results show that the use of this high sensitivity
