The People’s Armed Forces at the county level (hereinafter referred to as the People’s Armed Forces Department) is a military service organization of the military departments and government of the local Party committees at the same level. Its main task is to take charge of conscription, militia, reserve and mobilization in its jurisdiction. The Chinese Communist Party has always attached importance to the people’s armed work and the construction of its leading institutions. During the Agrarian Revolutionary War, the military (county) (or district) government in all the revolutionary base areas established a military or red guard committee in general and was responsible for organizing and directing the militarists of the local armed forces and some of the main Red Army forces.
