国有林区是生态产品的重要提供者,在生态保障中居于重要地位,是生态文明建设不可缺少的力量。2016年习近平总书记到伊春市调研时提出“生态就是生产力”重要观点,深入浅出地诠释了“生态文明包含经济发展和生态保护”的深刻含义。国有林区(林场)改革实施两年来,仍有很多林区面临融资困难。本文以伊春重点国有林区为例就开展权抵押进行研究,旨在通过信贷供给方式的改变加强生态保护,促进经济发展。
State-owned forest area is an important supplier of ecological products and occupies an important position in ecological security and is an indispensable force in ecological civilization construction. In 2016, when General Secretary Xi Jinping visited Yichun City, he put forward the important point of view that “ecology is productivity” and explained the profound meaning of “ecological civilization embraces economic development and ecological protection” in simple terms. In the two years since the implementation of the state-owned forest (forest farm) reform, many forests still face financing difficulties. In this paper, the key state-owned forest in Yichun as an example to carry out research on mortgage rights, aimed at strengthening the ecological protection and promoting economic development through the change of credit supply.
