我国广大农村,特别是广大山区,由于历史和自然条件的原故,缺水缺电、交通不便、经济落后、群众生活困难,但那里有丰富的资源尚待开发,特别是水力资源。全国可供开发的农村水电达1.4亿kW,目前只开发10％。我国政府一贯重视帮助广大贫困山区发展经济,逐步提高人民生活水平,把支持地方发扬自力更生精神,开发当地丰富的水资源作为扶持山区脱贫致富、改变落后面貌的一项重要措施。广大山区的农村水电建设得到了持续、快速的发展。中国政府正在
China’s vast rural areas, especially the vast mountains, have historically and natural conditions, lack of water and electricity, inconvenience in transportation, economic backwardness and difficulties in the life of the people. However, there are still plenty of resources to be developed, especially hydraulic resources. There are 140 million kW of rural hydropower available for development in the country. Currently, only 10% is developed. The Chinese government has always attached great importance to helping the vast number of impoverished mountainous areas to develop their economies, gradually raise the people’s living standards, promote the spirit of self-reliance in support of localities, and develop local rich water resources as an important measure to help the mountainous areas get rid of poverty and change their backwardness.
