执政机制是执政能力的具体实现形式。执政机制是执政党与社会、与政府有效互动的具体实现形式,执政机制的灵活高效性直接决定执政能力的实现程度,决定政党能力、政府能力和社会能力形成合力的现实性空间。科学灵活高效的执政机制不仅能充分发挥三者的能力,而且还能使三者的能力最大限度地形成合力。在执政方略正确和执政体制合理的情况下,执政机制的灵活高效性与执政能力强度呈正相关。
The ruling mechanism is the specific form of ruling ability. The ruling mechanism is a concrete realization of the effective interaction between the ruling party and the society and the government.
