“天津市是环渤海地区的经济中心,要逐步建设成为国际港口城市、北方经济中心和生态城市。”《天津市城市总体规划(2005—2020)》中这样描述天津新的城市性质和定位。从总体规划出台到现在的五年时间里,天津城市化进程明显加快,呈现出农村人口向城市转移、工业向产业园区转移、农民向二三产业转移的发展趋势。“大城市、小农村”格局在天津基本形成。
