在小型农村水利工程管理体制中,其水价运行机制、水费计收机制、工程管养机制以及运行管理经费等方面均存在问题,这些问题在很大程度上制约着工程的正常运行,也阻碍了工程效益的最大限度发挥。文章针对辽西地区小型农村水利工程管理体制改革进行了分析与探讨,以期为同行借鉴和启发。
