同治十年(1872年),清政府推行“新政”,派出首批留学生。根据《挑选幼童赴美肄业章程》的规定,十五年后这些人学成归国,可以给予顶戴和官职。为了鼓励游学及吸引归国任事,光绪二十七年(1901年)谕令由督抚学政及外务部对归国留学生进行考试,按照成绩给予进士、举人等各种出身。
In the ten years of Tongzhi (1872), the Qing government implemented the “New Deal” and sent the first batch of overseas students. According to the “Selection of Young Children’s Articles of Association for the United States,” these fifteen years after their return to education, they can be given top-wear and official positions. In order to encourage study tours and attract returnees, Emperor Guangxu (1901) ordered that examinations be conducted by the Governor’s Department of Academic Affairs and Foreign Affairs in returning students who returned to China and be awarded various scholarships such as jinshi and juren.
