蓬建溪县罗戈乡生活条件很差,党、政干部多数从区场镇调来任职。由于他们受家庭负担重、子女升学难等因素的影响,曾经一度时期出现领导干部盼调动,一般干部人心涣散,致使全乡干部思想乱、作风浮,群众威信不高,不少工作处于被动局面。该乡的计划生育工作曾受到县“黄牌”警告,蚕桑生产发展不起来,年终考核受到了县上的批评。1994年以来,乡党、政、人大班子的主要领导进行了认真反思,抓了思想作风建设,重塑领导班子形象。他们在年初,先后制定了干部学习、考勤、请销假、参加中心工作和义务劳动、密切联系群众等一系列管理制度,明确规定每月干部出勤不低于25天,每月在乡住宿不少于25天;对乡干部旷工、工作时间内打牌下棋搓麻将的、参与赌博或酗酒误事的也作了明确惩罚规定。并建立了以党委书记为组长、乡长和管党副书
