中南区救济失业工人和失业知识分子的工作,自根据政务院指示开始举办以来,是有成绩的。根据各地汇报,全区五万人口以上失业工人的数目,约有三十九万六千余人,其中已进行急救者二十万人,占总数的百分之五十一·五强,已采取以工代赈、生产自救、回乡生产、介绍转业、集中训练等办法安置者五万余人,占总数百分之十三强。现在的情况是:河南、江西的严重情况已成过去,广西、湖北本来不很严重,武汉情况也正趋好转,只有广州和广东、湖南两省,因环境特殊,失业情况还很严重。一般地讲,由于经济情况的逐渐好转,大部地区失业现象已停止发展,而开始举办救济工作以后,失业群众中的不安情绪也逐渐稳定下来了。虽然如此,失业工人和失业知识分子的救济问题,仍应引起我们极大重视,而不可稍有忽视。首先,全区现有失业工人和失业知识分子仍是一个很大的数目,我们已经安置的不过是其中一小部份,最大多数还没有解决他们的生活出路问题。其次,个别地区,失业现象还在发展,如广东就
