党的十四届三中全会《关于建立社会主义市场经济体制若干问题的决定》指出:“科技体制改革的目标,是建立适应社会主义市场经济发展,符合科技自身发展规律,科技与经济密切结合的新型体制,促进科技进步,攀登科技高峰,以实现经济、科技和社会的综合协调发展。”在我州,如何实现这一改革目标,充分发挥科技对经济发展的促进作用,是摆在我们面前亟待需要回答的重要课题。根据党的十四届三中全会决定精神和建立社会主义市场经济体制的要求,结合我州实际,建立既适应和促进社会主义市场经济发展又符合科技自身发展规律,科技与经济密切结合的新体制,具体应从以下方面进行研究和探索。
