在改革开放和社会主义市场经济的推动下,响水县经济每年以30％左右的发展速度递增。随着经济总量的不断扩大,响水县经济对资金需求量越来越大,资金紧缺的矛盾越来越突出。特别是今年以来,受国家宏观调控和金融体制改革的影响,以往从县内筹集资金的渠道已经不能适应经济迅速发展的需要。根据经济三年翻番的目标,1994年响水县工业生产计划应实现产值10.5亿元,技改投入2亿元,分别比上年增37％、122.2％。要实现这个目标,需新增加投入资金3亿多元,其中流动资金1亿多元,巨额的资金需求,只靠县内力量是很难实现的。据统计,1—
