文化生产力,一般是指人们创造物质财富和精神财富的素质与能力,它与文化生产关系(文化体制)和思想关系相联系。建国以来文化建设的实质内容,是解放与发展文化生产力。它历经三次历史转折:即从帝国主义、封建主义和官僚买办资本主义的文化压迫之下、从主观主义、宗派主义和官僚主义的窒息之下、从传统社会主义计划经济体制束缚之下的解放与发展,使社会主义初级阶段的文化事业遵循客观规律而走向繁荣发展的必由之路。
