一、《海涛》创办概况1938年8月15日,胶东北海专员公署在黄县(今龙口市)成立,胶东抗日根据地得到进一步扩大。为发动群众,宣传抗战,同年12月15日,八路军第五支队二十一旅在掖县(今莱州市)创办《海涛》半月刊,社长由郑耀南旅长担任,罗竹风、李佐长任主编,编委由张咨明、马少波兼任。主要撰稿人有张加洛、孙梯清、虞棘、张东林、孟继文等,大家一起动手写文章,轮流汇总,稍加编次,即付印出版。办刊宗旨在发刊词中做了明确阐述:
I. Introduction of “Haitao” Founded on August 15, 1938, Jiaodong North Sea Commissioner’s Office was established in Huang County (now Longkou City) and the Jiaodong Anti-Japanese Base Area was further expanded. In order to mobilize the masses and propagandize the war of resistance against each other, on December 15 of the same year, the Eighth Route Army Fifth Detachment Twenty-one Brigade founded the half-monthly “Haitao” in Ye County (now Laizhou). The president was headed by Brigadier-General Zheng Yaonan. Commissioned by Zhang, Ming, Ma Shaobo concurrently. The main contributors are Zhang Gallo, Sun ladder Qing, Yu thorns, Zhang Donglin, Mengji Wen, etc., we start writing articles, take turns summary, a little edit, that print version.
