尘烟业已消散的东亚金融危机折射出时代变迁即知识经济与经济全球化时代到来的国际时空背景下的政府制度危机。实际上这也是政府改革发展的契机。实现东亚国家发展升级的根本性措施就是迎接时代变迁的挑战，推行政府制度创新。其基本的框架包括两个方面：一个是适应全球性制度安排的要求，进行相应的制度创新；另一个是针对国内经济，通过制度创新，完善基础设施主要是无形基础设施的建设，建立坚强的金融体系，培育竞争机制，提高政府效能
