从1993年下半年开始,广东顺德市在市、镇两级公有企业中全面开展了以产权制度改革为核心的企业改革。仅用两年多的时间,改革就取得了明显成效:初步形成以公有制为主体、多种所有制经济共同发展的竞争格局;建立了充满生机和活力的经营机制;实现了政资分离,建立了公有资产管理委员会——资产经营公司——企业三层架构的公有资产管理、监督和营运体系;实现了政企分开,建立起精干、廉洁、高效的行政管理体制;实行了社会共济和个人保障有机结合的社会保障制度。顺德市的经验对各地市的企业产权制度改革都有着极大的借鉴意义。
