今年,我国经济体制改革的重点是深化国有企业改革,建立现代企业制度。一个重要标志即重视生产者的地位和作用、实行科学、民主的管理。而科学、民主的管理实行,很大程度上则体现在“工人参与”企业决策和管理的层次和程度上。西方一些发达国家在现代企业的科学管理方面已为我们提供了不少成功的经验,在“工人参与”的具体做法上也确有许多值得我们借鉴的地方。但是,西方国家的“工人参与”毕竟是根据他们的国情,不可能和我们完全相同,这就需要我们在借鉴国外经验,确立我国现阶段“工人参与”的形式和内容时给予充分地研究和注意的。本文着重从西方发达国家“工人参与”现状及分析着手,谈对我国在建立现代企业制度中“工人参与”问题的若干启示。
This year, the focus of China’s economic restructuring is to deepen the reform of state-owned enterprises and establish a modern enterprise system. One important sign is to attach importance to the status and role of producers, and implement scientific and democratic management. The implementation of scientific and democratic management, to a large extent, is reflected in the level and degree of “worker participation” in enterprise decision-making and management. Some developed countries in the West have provided us with many successful experiences in the scientific management of modern enterprises. There are indeed many places where we can learn from the concrete approach of “worker participation”. However, the “worker participation” of Western countries is based on their national conditions. It cannot be exactly the same as ours. This requires us to fully study and use foreign experience when establishing the form and content of “worker participation” at the current stage in China. Attention. This article focuses on the status quo and analysis of the “worker participation” of western developed countries and discusses some implications for the issue of “worker participation” in the establishment of a modern enterprise system in China.
