目前我国公安派出所的设立依据是1954年12月31日第一届全国人大第四次常委会通过的《公安派出所组织条例》,公安派出所担负的主要任务是依照法律规定的权限,预防和制止反革命分子及其他刑事犯罪分子的破坏活动,管理社会治安,维护社会秩序,保护公共财产,保障公民权利,管理户口,指导治安保卫委员会的工作等。40多年来,公安派出所为保卫国家安全和维护社会治安秩序稳定与形形色色的违法犯罪分子进行了不懈的斗争,作出了巨大的贡献。然而,随着社会历史的发展,现行的公安派出所运行机制与我国建立社会主义市场经济体制的要求越来越不相适应,因此,建立与社会主义市场经济体制相适应的公安派出所运行机制就成为一项十分紧迫的现实任务。公安派出所运行机制的基本内涵所谓运行机制通常是指周而复始地运转着的一个复杂的工作系统。那么,公安派出所的运行机制就应该是周而复始地运转着的公安派出所的工作规范或行为模式。
