1月1日起,国家广电总局《关于进一步加强电视上星综合频道节目管理的意见》(以下简称《意见》)正式施行。旨在限制当前电视过度娱乐与低俗倾向的该《意见》,从酝酿到出台,再到实施,始终受到高度关注,引起社会各界的广泛讨论,一时间众说纷纭,观点不一而足。部分对此持否定态度的人认为,该政策漠视观众的收视权力,不利于电视媒体的自由竞争,甚至存在越位管理的嫌疑等等。笔者看法与之不同,愿作以下三点分析。
From January 1, the State Administration of Radio Film and Television’s Opinions on Further Strengthening the Management of Program Channels on Star TV Integrated Channels (hereinafter referred to as “Opinions”) came into effect. The “opinions” aimed at limiting the over-entertainment and vulgar tendencies of television today have drawn great attention from the time they were brewed to the promulgation and then to the implementation. They have drawn wide discussions from all walks of life for a time and have different opinions and different opinions. Some people who hold a negative attitude toward this view think that this policy disregards the viewer’s viewing rights, is not conducive to the free competition of the television media, and even has the suspicion of offside management. The author’s view is different, is willing to make the following three points of analysis.
