面对着驾驶员和汽车以每年两位数增长的压力,面对着每天数以万计的交通违章处罚和数以千计的驾驶员年审与汽车年检的负担,面对这北京市交通可能发生的瘫痪,将计算机、信息处理、智能卡和通信技术结合起来的“北京市交通管理综合信息系统”在全国,乃至全世界,首先实现了全数字化的计算机自动化管理;由于这个系统在整体构筑上又是“以人为本”,任何一个市民都能亲身感受到北京市交通管理发生的巨大变化,他们无论在国内还是在国外的任何地点,都可以上网查询或咨询他所需要了解的信息。因此,该系统的成功实施,为彻底改变我国传统的交通管理模式,实现执法规范化和量化管理、罚款收缴分离,极大地提高工作效率提供了强大的技术基础和保障,最大限度地缓解了北京市交通的拥挤状况,从根本上消除了警民之间的隔阂。 2002年,“北京市交通管理综合信息系统”荣获国家科技进步二等奖。
