各服务型政府的概念是因应新形势下社会对政府的要求而产生的,反映了当下政府治理模式的新方向。它强调政府的服务功能,将政府定位于服务者的角色,尊重公民的意愿,以社会的客观需求为政府行政的导向,努力为公众提供高质量的、满足需求的公共产品和公共服务。服务型政府首先应当是法治政府,法治是服务型政府的内在要求。服务型政府强调政府
The concept of service-oriented government is due to the new situation under the social requirements of the government generated, reflecting the current new direction of government governance model. It emphasizes the service function of the government, locates the government in the serviceman’s role, respects the wishes of the citizens, guides the government administration with the objective needs of society, and endeavors to provide the public with high-quality public goods and public services that meet the demand. Service-oriented government should first be the rule of law government, the rule of law is an inherent requirement of service-oriented government. Service-oriented government emphasizes government
