湖北省仙桃市麻港办事处所辖15个村均地处湖区,是有名的“水袋子”地方。过去,该办农民主要种植一些常规农作物,收入水平一直很低。近几年来,仙桃市财政局认真贯彻落实“三个代表”重要思想,积极转变工作作风,创新财政支农模式,变以往“要农民干”为“自己干给农民看”。针对大多数农民传统意识较强,怕担风险的心理状态,他们采取入股筹资、自办基地的办法,用实际行动支持农业经济发展,引导产业结构调整。
