我国的企业养老保险制度,从改革、深化改革、统一制度、东北三省试点到目前的完善,走过了20多年的风雨历程,日臻完善,已成为一项影响深远、惠及亿万人的社会经济制度。《国务院关于完善企业职工基本养老保险制度的决定》的出台。标志着我国企业养老保险制度基本定型。目前各地正在认真学习领会《决定》精神,抓紧研究制度实施意见。笔者站在具体经办业务和实际操作的角度,对指数、基数等几个核心问题提出一些思考和看法,冀望一些政策性问题能够明确和统一,以促进新制度的有效运行。

From the point of view of handling business and actual operation, the author puts forward some thoughts and opinions on several core issues, such as index and base, and hopes that some policy issues can be clarified and unified in order to promote the effective operation of the new system.
