党的十六大历史性地提出了“依法执政”这一重大课题,十七大报告再次予以重申。依法执政的提出使得“执政”作为一个全新概念出现在我们的社会生活中。依法执政的实现需要我们科学地认识领导与执政的关系,即两者存在着既统一又区分的关系,在统一之中有区分,区分之中又有融合。相应的,这又导致了领导党与执政党、领导权与执政权这两对相关概念的区分与融合。执政与领导的有机统一对完善党的领导,深化政治体制改革等均具有重要的理论意义与实践价值。
The 16th CPC National Congress has historically put forward the major issue of “governing by law” and the 17th National Congress of the Communist Party once again reiterated. The proposed rule by law made “governing” appear as a new concept in our social life. The realization of rule by law requires that we scientifically understand the relationship between leadership and governance. That is, there exists a relationship of unity and distinction between the two, with distinction among the unity and integration among the two. Correspondingly, this in turn leads to the distinction and integration between the two related concepts of the leadership and the ruling party, the leadership and the executive power. The organic unity of the ruling party and the leadership has important theoretical and practical values for perfecting the party’s leadership and deepening the reform of the political system.
