重工业优先战略的内在理论逻辑和相应的政策体系要求,直接导致了经济管理权力回归中央和计划经济体制的加固与最终确立。只要这种战略存在,经济管理体制就只能随着这一战略在具体实施中的缓急程度,而做松紧搭配的调整。实践证明,只停留在表面的修修补补,而不对发展战略进行根本性的修正,不仅使国家丧失了战略转轨带来的真正“赶超”和得益,也使高度集中的计划体制无法被根本突破。
