关于知识分享动机方面的文献探讨了内在和外在动机对于分享知识的重要性。但是,公共部门的知识分享动机理论尤其值得考察,因为政府的主要关切是公共服务而非利润。因此,本项研究将公共服务动机的概念引入了公务员知识分享研究。以公共服务动机理论为基础,本文假设公务员对决策的兴趣、对公共利益的承诺,以及同情心与自我牺牲的意愿能够促使他们为公众利益服务这个高尚的理由而分享知识。本文作者利用收集自中国台湾地区公共部门中层管理人员的数据,实证检验了公共服务动机是否预示知识分享,我们的假设得到了强有力的支持。因此,公共服务动机为对公共部门知识分享研究感兴趣的研究人员打开了一扇新窗。
The literature on motivation for knowledge sharing explores the importance of intrinsic and extrinsic motivation for sharing knowledge. However, the theory of knowledge-sharing motivation in the public sector deserves special consideration because the main concern of the government is public service rather than profit. Therefore, this study introduces the concept of public service motivation into the study of civil servants’ knowledge sharing. Based on the theory of public service motivation, this article assumes that civil servants share knowledge in the interest of decision-making, their commitment to the public interest, and the willingness of compassion and self-sacrifice to motivate them to serve the noble cause of public interest. Using data collected from mid-level managers in the public sector in Taiwan, China, the authors test empirically whether or not public service motivations are predictive of knowledge sharing, and our assumptions are strongly supported. Therefore, public service motivation opens a new window for researchers interested in researching knowledge-sharing in the public sector.
