目的为各级疾病预防控制机构的有效运转提供相关财务数据与建议,促进县级疾病预防控制机构的健康发展。方法从河南省内按地市分层随机抽取29个县级疾病预防控制机构,对人员编制、收入与支出、财政保障等方面数据进行财务分析。结果县级疾控机构人员超编严重,人员配备不均衡;收支结构有待优化;财政保障水平过低。结论加快疾病预防机构机制改革,强化政府责任,健全财政保障机制;加强管理监督,提高财政资金的使用效益。
Objective To provide relevant financial data and suggestions for the effective operation of disease prevention and control institutions at all levels and to promote the sound development of disease prevention and control institutions at the county level. Methods Thirty-nine county-level disease prevention and control institutions were randomly selected from different districts in Henan Province by means of stratification. Financial analysis was conducted on the data of staffing, income and expenditure, and financial security. Results The CDC personnel at the county level were over-compiled with uneven staffing; the revenue and expenditure structure needs to be optimized; and the level of financial protection was too low. Conclusion It is imperative to speed up the reform of institutional mechanisms for disease prevention, strengthen government responsibilities, improve the financial security mechanism, and strengthen management and supervision to improve the efficiency of the use of financial funds.
