为了弥补“九五”期间电力工业建设资金的不足,经国务院批准,国家计委决定继续征收电力建设基金。根据国家计委计交能[1996]583号《国家计委关于在“九五”期间继续征收电力建设基金的通知》和财政部、电力工业部财工字[1996]134号《关于颁布“电力建设基金征收使用监督管理办法”的通知》文件精神,现将我省“九五”期间继续征收电力建设基金和省集资办电费的有关事宜通知如下: 一、征收标准: 电力建设基金的征收标准为每千瓦时用电量2分钱;省集资办电费的征收标准为每千瓦时用电量2分钱。
In order to make up for the insufficiency of the funds for power industry construction during the “Ninth Five-Year Plan” period, the State Planning Commission decided to continue to collect power construction funds upon the approval of the State Council. According to the State Development Planning Commission, the Circular of the State Planning Commission on the Continued Collection of Electric Power Construction Funds during the Ninth Five-Year Plan period [1996] No. 583 and the Ministry of Finance and the Ministry of Electric Power Promulgated the “Notification” document issued by the “Regulations on the Use of Electric Power Construction Funds for the Supervision and Collection of Use,” and hereby announces the following matters concerning the continued collection of electric power construction funds and provincial fund collection offices during the “Ninth Five-Year Plan” period in our province: : The electricity construction fund is charged at 2 cents per kilowatt-hour of electricity. The provincial fund-raising office charges 2 cents per kilowatt-hour of electricity.
