In recent decades, the theory of institutional change and system innovation has aroused the widespread concern of economists and has had a significant impact on the practice of economic development in various countries. Based on the basic clues of the theory of institutional change, this paper puts forward the idea of the theoretical development of institutional change and innovation. The new institutional economists have carefully studied the origins of the firm, industrial organization and externalities around transaction costs with the aim of “establishing a theory that will enable us to analyze the decisive factors in the institutional structure of production.” Generally speaking, the basic analytical framework of institutional change and innovation theory is as follows: To analyze how changes in the natural environment, technological level, demographic structure, property rights, ethical culture and ideology provide new opportunities for profit to provide people with changes in the old system
