党的十六届四中全会通过了《中共中央关于加强党的执政能力建设的决定》。作为贯彻落实这一重大决策的具体布署,一个多月后,中共中央又发出了《中共中央关于在全党开展以实践“三个代表”重要思想为主要内容的保持共产党员先进性教育活动的意见》。我们党依靠什么来赢得人民的信任,巩固执政地位,靠军队、靠枪杆子、靠各级专政机构、靠宣传教育、靠国家行政机器?当然这些都是必要的条件,必不可少的.没有军队和枪杆子,我们就不能抵御外来势力的侵略,不能保卫国家领土完整,不能维护中华民族的独立发展;没有专政机关,我们就不能打击各类犯罪活动,不能遏制各类危及国家安全和稳定的阶级敌人的破坏活动;没有宣传教育,科学的、正确的思想理论就难以确立,并被广大人民所接受,各种封建迷信思想、歪理邪说就会泛滥;没有国家行政机器,整个国家的经济社会生活就会无序。但这些并不是最根本的。最根本的是我们党要始终保持自己的先进性。丧失了先进性,其它如军队等一切都会丧失。我党的先进性靠每一个党员体现,是建立在党员先进性的基础之上的。只有保持共产党员的先进性才能确保党的先进性。因此,在全党开展以实践“三个代表”重要思想为主要内容的保持共产党员先进性教育活动意义十分重大,对加强党的执政能力建
