2004年初,福建省委对有关社会稳定提出“两下降三提高” (发案率下降、群体性事件数量下降、破案率提高、队伍素质提高和群众满意率提高)的工作目标。从这些年来福建刑事犯罪态势和公安刑侦工作的有关方面看:目前福建的发 (立)案率相对并不高,破案率相对也不低。我们应以求真务实的精神正视“两率”,以免造成公安机关刑事立案不实现状的加剧。
In early 2004, the Fujian Provincial Party Committee put forward the goal of “two drops and three increases” in social stability (the incidence of cases dropped, the number of mass incidents dropped, the detection rate of cases increased, the quality of the contingent improved and the satisfaction of the masses improved). From these years, the situation of criminal criminality in Fujian and public security criminal investigation aspects: the current incidence of Fujian (legislation) is relatively high, the detection rate is relatively low. We should face up to the “double rate” in a pragmatic spirit so as to avoid the aggravation of the unrealistic criminal case filing by the public security organs.
