科研活动的一个显著特点是创造性,是集中科研人员集体的智慧,以解决理论或实际(生产)难题而进行的创造性的社会实践活动。如何充分发挥课题成员的积极性,最大程度地激发他们的创造性,组织管理好科研工作并使其正常运转,直接关系最终科研成果水平和其潜在经济和社会效益。因此,建立一套完善的科研管理体制和良好的科研运行机制,是科研活动取得高水平成果的先决条件和保障。为此,笔者认为应做好以下几方面的工作。
A notable feature of scientific research is creativity. It is a creative social practice that concentrates the collective wisdom of researchers in order to solve theoretical or practical problems. How to give full play to the enthusiasm of the project members to maximize their creativity, organize and manage scientific research work and make it work properly, directly related to the final level of scientific research and its potential economic and social benefits. Therefore, to establish a sound scientific research management system and a good mechanism for scientific research and operation is a precondition and guarantee for achieving high-level scientific research results. To this end, I believe that should be done in the following areas.
