2005年河南省制定了《地方立法质量反馈办法(试行)》,形成了颇具特色的地方性法规实施效果评估制度。随着《立法法》修改和时代变迁,《地方立法质量反馈办法(试行)》已经落后于时代发展,有必要将其升格为《地方立法质量反馈条例》,将河南省境内的地方性法规全部纳入评估对象,建立分层次、多元化的评估主体,将评估工作与法规的修改或废止、备案审查、执法检查等有机结合起来,促进地方立法质量的提高。
