人力资本管理是指人力资源充分合理的开发、利用,通过优化组合、合理流动、教育培训使其智力、技能、体能得到充分体现。笔者在实际工作中感到国资管理中应包括人力资本管理的内容。人力资本投资是一种有高回报率的投资,它是对物的投资的根本保证。目前我国国有企业人力资本的投资大幅度减少。30%以上的企业只是象征性地拨一点教育、培训费,年人均在10元以下;20%左右的企业教育、培训费人均在10—30元之间;只有不到5%的企业在增加人力资本投资。
Human capital management refers to the full and rational development and utilization of human resources, which can fully reflect its intelligence, skills and physical fitness through optimizing combination, reasonable flow and education and training. In the actual work, I feel that the management of state assets should include the content of human capital management.
