经过分流、改制、重组、移交等一系列深化改革,作为国有特大型企业的油田,正一步步向现代企业制度迈进:企业办社会部分逐步分离,各板块主营业务日渐清晰,效益优先原则充分确认,竞争加剧……但改革也带来了诸多新的社会问题:协解职工、清退家属及其他弱势群体迅速浮出水面;利益格局的调整不断挑战着人们的心理承受底线。改革的阵痛,新旧矛盾的集中暴露,使矿区社会稳定面临巨大的压力。新形势下如何实现油田经济社会的持续协调平稳发展,已成为油田上下,尤其是各级决策者们无法回避的现实课题,且不断考问着各级组织对于解决民生问题的态度、决心和能力。河南油田双河社区以和谐建设为目标,配套政策,着力创新,用改革的措施化解改革中产生的矛盾,以发展的办法解决发展中出现的问题,收到了良好的效果,有效维护了大局稳定,促进了矿区经济、社会的持续、协调、平稳发展。
