The people’s livelihood issue is the basic issue of the survival and development of mankind and the fundamental issue of administering the country and governing politics in various countries in the world. In accelerating the process of scientific leapfrogging and enriching the people and strengthening the country, people’s livelihood has become the governing road for the Chinese Communist Party and the party and government have paid their attention to people’s livelihood to unprecedented heights.
