人民银行广西区分行于1995年3月25日举行广西各界学习宣传《中国人民银行法》(简称“人行法”)座谈会。座谈会由区人民银行副行长夏宝芳主持。座谈会主要围绕颁布和实施“人行法”的必要性、重要性,以及如何宣传、贯彻、学习“人行法”这两个内容进行。 大家认为,“人行法”是稳定币值,加强金融监管,完善和加强国家宏观经济调控、保障金融体制改革顺利实施的一部重要法律。人民银行成立40多年了,非常需要有一个法来规范人民银行的工作。这次“人行法”从起草至颁布经历了16年,借鉴了国内外的经验,广泛征求了经济界、法律界、党政各部门的意见,经过多次讨论修改,出台很不容易。改革开放以来,中国人民银行在国家宏观调控中起着越来越重要的作用,迫切需要国家以法律的形式明确中国人民银行的性质和地位,保障中国人民银行制定和执行货币政策的科学性、权
The Guangxi Branch of the People’s Bank of China held a forum on studying and publicizing “People’s Bank of China Law” (“People’s Bank of China Act”) from all walks of life in Guangxi on March 25, 1995. The forum was hosted by Xia Baofang, vice president of the People’s Bank of China. The symposium mainly centered on the necessity and importance of promulgation and implementation of the People’s Bank Law and how to publicize, implement and study the “People’s Bank Law.” We all think that the “People’s Bank of China Law” is an important law that stabilizes the value of currency, strengthens financial supervision, improves and strengthens the country’s macroeconomic regulation and control, and ensures the smooth implementation of the reform of the financial system. After more than 40 years of establishment, the People’s Bank of China needs a law to regulate the work of the People’s Bank of China. The People’s Bank Law of the People’s Republic of China passed its 16 years of drafting and promulgation. Drawing on the experience both at home and abroad, the People’s Bank Law solicited the opinions of the economic circles, legal circles, and various departments of the Party and government. After many discussions and amendments, it is not easy to introduce them. Since the reform and opening up, the PBC plays an increasingly important role in the macroeconomic regulation and control of the country.
