近年来,由于缺乏及时、有效的管控,一些精神病患者肇事肇祸、扰民害民的事件在全国各地时有发生,精神病人逐渐成为影响社会安定的一个消极因素。如何探索和创新精神病人管理模式,减少精神病患者肇事肇祸行为的发生,正在成为各地普遍面临的一个社会管理难题。文章从采取强制性医疗措施的条件、强制医疗案件的审理以及探索精神病管理方式进行论述,将精神病人的收治法制化。
In recent years, due to the lack of timely and effective management and control, some mentally ill patients have caused havoc and disturbing the civilian population has occurred all over the country. Mental patients have gradually become a negative factor affecting social stability. How to explore and innovate the mode of management of mental patients and reduce the incidence of mental illnesses and accidents has become a common social management problem all over the world. This article discusses the treatment of mental patients from the conditions of compulsory medical treatment, the hearing of compulsory medical cases and the exploration of the psychiatric management.
