下城区地处杭州市城区中心,有常住人口35万,流动人口15万。2005年全区财政总收入达35．5亿元,地方财政收入突破20亿元。随着人流、物流、资金流、信息流的集聚,在有效促进经济社会快速发展的同时,也使社会治安状况面临巨大压力。一年来,区委、区政府根据省委建设“平安浙江”和杭州市委创建“平安杭州”的部署,紧紧围绕“大投入、大防控、大平安”的工作思路,狠抓社会治安综合治理、信访、安全生产三个责任制的落实,以创建“平安下城”为载体,在创新防控体系上做足文章,在创建“平安杭州”、争创全国文明城市活动中争做表率。2003 年,下城区被评为浙江省社会治安综合治理先进集体,2004年又被省委、省政府授予“平安创建先进区”称号。
