国有企业改革20年来取得了巨大进步,但是我们应该看到,前20年国企改革解决的是浅层次矛盾问题,容易解决的也大体上解决了。真正深层次的矛盾问题刚刚开始触及,改革的攻坚阶段刚刚开始。打个比方,前20年是在土壤层钻探,现在进入岩石层了,能感觉钻头冒火花。所有深层次矛盾问题在国企改革中集中体现出来了,而资产重组或各种重组应该是改革的永恒的主题。
