现代企业制度的构造,既关系微观经济基础的发展,又涉及宏观经济管理体制的变革,它必然要触及到生产关系和上层建筑的各个层面;传统计划经济体制还具有相当大的制度惯性;而且非规范化的公司化改造也完全有可能弱化改革的效应并使改革的目标发生偏转.因此必须充分估计建立现代企业制度的艰巨性、复杂性和难度.目前,国有企业建立现代企业制度中遇到的主要问题和难点有:
