文章在大量实证研究的基础上,总结了俄罗斯2008年经济危机的十个主要特征。在俄罗斯整体工业产能下降的同时,流通和再分配领域却相对活跃,劳动力素质普遍下降。俄罗斯经济中粮食和工业安全岌岌可危,银行业极度脆弱,巨额资本外逃严重,私人外债激增。在危机过程中,货币当局采取了多种措施以增加流动性,没有出现卢布大幅贬值,资本外流渠道与以往不同。文章指出,俄罗斯2008年的经济危机具有制度性特征,俄罗斯经济的进一步发展有赖于对其生产能力和劳动力市场的准确定位。文章提出应注重社会价值观的转变,即,将劳动视为收入的惟一源泉,这是应从此次危机汲取的最深刻的教训。
Based on a large number of empirical studies, the article summarizes the ten main features of Russia’s economic crisis in 2008. While the overall industrial capacity in Russia is declining, the circulation and redistribution sectors are relatively active and the quality of the labor force generally declines. The food and industrial security in the Russian economy is in jeopardy. The banking sector is extremely vulnerable. The huge capital flight has been serious and the private external debt has soared. During the crisis, monetary authorities took various measures to increase liquidity. There was no sharp devaluation of the ruble and the capital outflow channels were different from those in the past. The article points out that the economic crisis in Russia in 2008 was institutional in nature and the further development of the Russian economy depended on the accurate positioning of its productive capacity and labor market. The article puts forward that we should pay attention to the change of social values, that is, regard labor as the only source of income, which is the most profound lesson that should be drawn from this crisis.
