1998年3月19日,朱镕基在当选国务院总理后举行首次记者招待会。面对频频闪烁的镁光灯和数十名中外记者的尖锐提问,朱总理坦言相告:住房的建设将成为中国新的经济增长点,但我们必须把现行的福利分房政策改为货币化、商品化的住房政策,让人民群众自己买房子。我们准备下半年出台新的政策,停止福利分房,住房分配一律改为商品化。
On March 19, 1998, Zhu Rongji held his first press conference after being elected as the premier of the State Council. Facing frequent flashing spotlights and dozens of sharp questions from Chinese and foreign reporters, Premier Zhu said frankly: Housing construction will become a new economic growth point for China. However, we must change the current welfare housing distribution policy to monetization, Commercial housing policy, so that people buy their own house. We are ready to introduce a new policy in the second half of the year to stop welfare housing distribution and to shift the distribution of housing to commercialization.
