多年来，如何保证高等教育自学考试命题的质量，提高命题水平，一直是高等教育自学考试的核心问题。本文针对这一问题，根据教育测量学的一般原理，对高等教育自学考试的测量特性、命题原则、技术方法和组织管理等四个方面逐一作了分析；并在此基础上，就目前高等教育自学考试命题工作中的三个热点问题──难度确定、及格线控制和题库建设，从理论与实践两个角度进行了探讨，提出了一些个人见解。
Over the years, how to ensure the quality of propositions of self-study examinations in higher education and improve the level of proposition has always been the core issue of self-study examinations in higher education. In this paper, according to the general principle of educational surveying, this paper analyzes the measurement characteristics, proposition principles, technical methods and organizational management of higher education self-study examinations. On this basis, on the basis of the current higher education Three hot topics in self-study examination proposition ─ ─ determine the difficulty, and the pass line control and the construction of the exam, from two angles of theory and practice were discussed, put forward some personal opinions.
